[*] Scope of Service:

(1) Vendor needs to provide time and attendance system for capture and post in real time and attendance data for each employee via a variety of devices and methods, including but not limited to traditional swipe, barcode laser scan, biometric fingerprint or handprint, timeclock punch card, keypad, smartphone GPS geo-location and fencing, etc. via interfaces to such devices.
• Provide security and authentication measures to prevent fraud or identity theft.
• Automatically populate electronic timesheets for any combination of departmental or other divisions or subdivisions within the Town based upon employee work assignments.
• Timesheet approval processing via electronic means.
• Employee notification alerts to complete timesheet data entry, as needed, via electronic means.
• Manager notification alerts to sign-off and approve timesheets, as needed, via electronic means.
• Format time and attendance data for visualization by employees and managers to highlight exception-based occurrences, analysis of time worked, scheduling conflicts, work shift assignments, etc. and provide related reports.
• Permit pre-scheduling and pre-population of employee time for planning and data entry purposes, including regular time, overtime, vacation time, holidays, etc.
• Interface and upload timesheets to existing payroll processing system for timely processing.
• Ability to create and apply pay rules, such as overtime and double-time, shift differentials, special work details (police, fire, etc.), etc.
• Notification alerts to management of attendance infractions and deviations based on pay rules.
• Notification alerts to management of work hours scheduled or worked in excess of a predetermined number of hours per week when an employee is working in multiple positions.
• Accumulate and track time accruals for vacation, sick, personal, and/or other classes of time off based on pay rules.
• Assign accrual criteria or tables to individuals or groups of employees based on union membership or other identifying criteria.
• Ability to track FMLA, Workers Compensation, and other paid leave categories.
• Notification alerts to management of time off scheduling and of any conflicts or issues based on pay rules.
• Add pay rules regarding lunch time and breaks.
• Add pay rules for grace times for limiting clock in and out times.
• Ability to enter comments, either by managers or employees.
• Point system feature to track and notify management and employees of positive or negative attendance performance.
• Provide employee access to prior pay periods/historical data/information.
• Audit trail of all data entry and edits.
• Archiving of prior years’ data.
• Database tools for standard and ad hoc queries and for generating standard and ad hoc reports.
