[*] Scope of Service:

(1) Vendor needs to provide federal lobster fishing vessels tracking system.
- A corresponding data plan to collect and transfer data to the Atlantic Coastal Cooperative Statistics Program.
- Provider must be able to produce up to 1,500 tracking devices by August 1st, 2023.
- Devices shall report location (ping) once per minute while the vessel is out of port. The provider’s system must be able to submit collected tracking data the Atlantic Coastal Cooperative Statistics Program (ACCSP) Standard Atlantic Fisheries Information System (SAFIS) Application Programming Interface
- system must be capable of assigning, updating, and querying vessel identifiers (U.S. Coast Guard hull number and state registration number).
- system must support batch assigning/updating vessel identifiers (i.e. with APIs to assign/update/query vessel identifiers for each device).
- system must provide validation of entered vessel identifiers against the SAFIS vessel lookup API to ensure entered vessel identifiers are correct, and/or provide APIs to set/query vessel identifiers such that an external vessel registration form could be developed.
- Ability of the Bidder to manage device firmware.
- Ability of the Department to manage firmware updates.
(2) All questions must be submitted no later than May 31, 2023.
(3) The contract period will be for three years.
