[*] Scope of Service:

(1) Vendor needs to provide enterprise content management (ECM) system.
1. Current system assessment:
Over time, Agency has developed a significant amount of custom code to integrate with our ECM system and support our business requirements. The selected vendor will work closely with OPERS Applications staff to understand the current systems functionality, architecture, and business requirements of the core ECM system and supplemental custom applications to produce the required deliverables.
2. ECM vendor selection criteria deliverable:
The selected vendor will identify and document the ECM vendor selection criteria and weights OPERS should consider while selecting the future ECM vendor.
3. Target-state architecture deliverable:
The selected vendor will be provided with a business requirements document developed by our Process Office. It is expected the selected vendor will validate these requirements as part of determining the target-state architecture. The selected vendor will document a functional target-state architecture which supports business requirements. The suggested architecture should include:
- Outline of the required ECM product functionality.
- Outline of the required integration services.
- Identifying target technical standards such as languages, and frameworks.
- Suggestions for simplifying or streamlining current systems, including opportunities to reduce or replace custom logic with built-in product functionality.
4. Implementation and Migration Strategy Deliverable:
- Documented approach and timeline to achieve the target-state architecture.
- Documented approach to migrate content, users, and processes from current system to target architecture.
- Work breakdown structure including the skillset and effort required to complete the implementation and conversion effort.
- Budget estimate for the new ECM product.
- Budget estimate for the implementation and conversion effort.
(2) All the questions must be submitted no later than March 23, 2023.
