[*] Scope of Service:

(1) Vendor needs to provide web-based software and professional services for tax management and auditing include significant detail on the proposed solutions, including but not limited to: architecture and functionality of software components; reports that will be provided; communications with the city; how as-requested consulting services, supplementary customer service or field services will be achieved; factors that differentiate the consultant; etc.
• Web-based software with current and historical individual business sales tax information that allows for detailed ad-hoc report generation and data extraction;
• Quarterly reports at the local, County and State levels; research and analysis on sales tax legislative and related issues;
• General economic analysis and forecasting;
• Assistance with developing and monitoring the city’s sales tax revenue budget; and
• Identification of sales tax misallocations and collection of sales tax owed.
• A customized web portal for monthly reporting and payment submission by hotels,
• Back-end data entry ability by staff for hotels submitting by mail,
• Ad-hoc report generation for monthly and annual TOT trends by total and by hotel, with current and historical information, and
• Related features, reports and functionalities to support City staff.
A customized web portal for businesses applications and renewals,
- Ability to post and process payments,
- Support issuance of Tax Renewal Statements and Business Tax Certificates,
- A database of all businesses with current and historical information,
- Identification of non-compliant entities through cross-matching of City tax registry with other various government and private databases
- Notification to businesses and attempts to obtain registration with documentation
- Invoice businesses for total amount of business license taxes and penalties identified for current and applicable prior periods
- Identification of potential under-reporting businesses and conduct financial audit, and
- Related features, reports and functionalities to support city staff.
• Propose the option and pricing to provide tax registration database management,
• Propose the option and pricing to provide customer service (fielding customer calls, answering and resolving questions) on an hourly, per call or another specified basis, as requested by the city.
• Provide the option and hourly pricing for field crews equipped with mobile mapping and GPS systems, tablet computers pre-loaded with various city and state-wide databases, etc. to canvass commercial areas of the city (as specified by City staff) to develop leads on nonregistered businesses and provide this information to the city.
(2) All the questions must be submitted no later than February 14, 2023
(3) The contract period will be for five years.
(4) Intent to bid due must be submitted no later than February 14, 2023
