[*] Scope of Service:

(1) Vendor needs to provide long range strategic plan for organization of government and delivery of services.
- Review and evaluate present operations. Develop a comprehensive analysis of the current level, allocation and utilization of staff by Department, with consideration of community expectations of levels of service.
- Based on analysis completed, provide an outline of strengths and needs of the City and develop preliminary recommendations.
- Present recommendations and a final report. Provide a detailed report of the process used, the findings of the analysis, the strengths and needs of the City and recommendations for future staffing.
- Conduct project planning and schedule meetings with the elected officials and other staff as
needed, including progress reports throughout the duration of the project.
- Conduct project planning and schedule meetings with key community leaders and stakeholders to insure broad based community support as needed, including progress reports throughout the duration of the project
- Conduct project briefings and question and answer session with elected officials and key staff.
- Conduct meetings with an internal work team, comprised of representatives from each Department to learn the functions, services, and goals of each Department.
- Conduct an in depth analysis of the structure of the City government, including an assessment of applicable laws and ordinances
- Conduct an analysis of potential areas of privatization and make recommendations with
respect thereto.
- Determine the appropriate number of staff to meet policy and safety objectives.
(2) All questions must be submitted no later than February 15, 2023.
