[*] Scope of Service:

(1) Vendor needs to provide financial advocacy services to provide financial advocacy services to individuals living with HIV and AIDS who are clients of the HIV and AIDS services administration (HASA) to the government authority located in New York.
- Financial advocacy consists of providing individualized money management and benefits counseling, support and resources to help clients achieve financial self-sufficiency and assist them with the additional support needed along their path to greater independence.
- Providers will help clients develop the skills to secure, maintain and manage all public and private financial benefits and entitlements they qualify for, including long-term portable unearned income, and serve as Representative Payee for those clients determined to need such a service.
- Financial advocacy services are voluntary, and a client may decline participation and revoke authorization of representative payee at any time.
(2) The contract period will be for three years.
