[*] Scope of Service:
(1) Vendor needs to provide salary comparability survey and analysis services to the government authority located in Louisville, KY.
A. Conduct salary comparability survey, including fringe benefits.
1. Conduct a salary comparability survey for 93 agency, non-union positions with organizations in the same geographical region comparable in size to the agency, within the industries noted below:
- Public housing and housing choice voucher programs
- Local and state government
- Private sector property management companies
- Other private industry within agency's geographical area
2. compare agency's current salary structure to survey results to determine if:
- Agency's salary structure is aligned with the public organizations surveyed. If the salary structure is not in alignment, recommend methods to bring the salary structure in alignment.
- Agency's salaries are competitive within the industries surveyed.
3. Compare agency's fringe benefits with those offered by the comparable organizations.
4. Identify how agency's fringe benefits compare to those offered by the comparable organizations.
5. Identify incentives offered by the comparable organizations to attract and retain new non-union and Unionized (if applicable) employees.
6. Identify what the comparable organizations are doing to retain existing non-union and unionized (if applicable) employees.
B. Review agency non-union positions for internal salary equitability between comparable positions
1. Review non-union job descriptions and agency's salary scale to determine if disparities exist between internal comparable positions.
2. If disparities exist among comparable positions within agency recommend possible solutions to resolve the disparities based on best practices.
- Establish method, including incentives, to attract and retain qualified employees.
- Ensure that agency's salary structure is aligned with the public organizations surveyed.
- Ensure agency's salaries and fringe benefits are competitive with the comparable organizations surveyed.
- Ensure there is salary equity between comparable positions within the agency (positions performing similar work with essentially the same level of complexity, responsibility, knowledge, skills, and abilities).
- Establish best practices retention strategies, including incentives, to retain existing unionized and non-unionized employees.
(2) All questions must be submitted no later than February 7, 2023.
