[*] Scope of Service:

(1) Vendor needs to provide advertising services.
- Provide advertising services, on an as-needed basis, in the following areas of engagement: media placement, planning and buying, social media planning and analysis, brand development, copy writing, graphic design, photography, video production, and market research.
- Social Media Analysis, Planning, and Recommendations: include social media strategy, content planning, consumer trends, promotions, and analysis.
- Publication Writing and Designing: The Contractor should adapt concepts or copy into cohesive messaging, layout, and design. This effort may utilize graphics, photography, or illustration as needed. The Contractor should offer design options and remain flexible with copy and design throughout the process.
- Brand Development: The visual and verbal representation of the new brand would impact all consumer and licensee points of contact, including but not limited to:
• Logo and tag line research and development.
• Retail store: layout, design, and fixtures; name; exterior and interior signage; personnel apparel; in-store packaging (e.g., shopping bags); in-store promotional materials (e.g., flyers, coupons); in-store merchandising material (e.g., posters, case cards, shelf tags).
• Electronic communication: website look and feel (graphic design, navigation, etc.); other consumer and licensee focused communication (such as the Spirited Virginia magazine).
- Copywriting:
• Website: Writing for online presentation, usually brief and to the point.
• E-Newsletter: Writing brief features and bullets for online newsletter format.
• Commercials: Write commercial ads for radio for the Retail and Education and Prevention Divisions.
- Graphic Design: able to provide design services by developing logos, billboards and publications, and any needs
- Photographic and Video Production: Provide photographic and video services (including script writing, shooting, set up, production and editing final pieces).
- Media Placement, Planning and Buying: provide placement packages for online, print, television, digital, social media, and radio for Public Service Announcements or promotions.
- Campaign Monitoring and Analysis: During campaigns (summer and holiday), a agency representative (or a 3rd party if digital advertising is outsourced) will take part in a 30-minute weekly review of the digital campaign results.
(2) All questions must be submitted in written no later than January 18, 2023.
(3) The contract period will be for two years.
