[*] Scope of Service:

(1) Vendor needs to provide electronic poll books solution
- The City expects that maintenance and support will be furnished on a “turnkey” basis
- Applicant will itself be contractually responsible for all maintenance and support services for all elements of the System, including but not limited to all software and any data transport services that are required under the contract, and will be the single point of contact for service and
support
- The City expects delivery and ownership of the source code, including complete documentation and specifications, for custom software developed and furnished specifically for the System
- The solution must provide multi-language ability, with a minimum of English, Spanish, and Traditional Chinese,
- Ability to meet the City's required security controls for system components that handle, transmit, contain, or otherwise allow access to City Information,
- Ability to remove non-compliant associated systems and assets from the City's network in an orchestrated, monitored, and prior approved approach,
- Each electronic poll book within a configured electronic poll book system must have a unique identifier and must identify what precinct it is assigned to. Any component within a configured electronic poll book system must be able to uniquely identify said electronic poll book by its identifier.
- The first time the "open poll" function is activated, the solution shall support a configurable checklist which requires the poll worker to complete the checklist by affirming each item of the checklist independently.
- The EPBS must provide notifications to indicate the following:
- The EPBS has been set up for use in the current election
- An electronic poll book has been set up for use in the current election
- A voter registration record has changed
- A voter activity record has changed
- The local voter database has been imported into the electronic poll book system
- A system error or deviation has been detected, along with a description of the solution error or deviation
- An electronic poll book is shutting down
- An electronic poll book shall have the ability to capture a voter's email as an optional field
- The EPBS must allow authorized users to view and print the audit log.
- Ability to ensure individuals with privileged access to an information system and who are also the subject of an audit by that system must not inhibit audit activities or modify audit records at any cost.
- The EPB system must withstand a standard network vulnerability test.
- The EPB system must be protected against eavesdropping attacks.
- The EPB system must be protected against man-in-the-middle attacks.
- The electronic poll book system must only accept authorized files.
- The electronic poll book system must only accept authorized file formats.
- The electronic pollbook system shall be configured and managed in such a manner that all data in-motion maintains the highest level of physical or digital protections.
- Ability to interoperate with other integration tools and applications, via robust, secure, standards-based interfaces and APIs (components communicate via web-based APIs wherever possible, business data must preferably be available via a secure API call).
(2) A Non-Mandatory pre-proposal meeting will be held on January 27, 2022
(3) All the questions must be submitted no later than February 3, 2022.
