[B] Scope of Service:

(1) Vendor needs to provide 24 X 7 behavioral health crisis and suicide call center service to implement and maintain a coordinated and responsive system of care that provides clinically appropriate, comprehensive, and statewide mental health and co-occurring treatment and recovery support services, as well as a safety-net of crisis intervention and support services.
- Operate the crisis and suicide call center to provide and maintain twenty-four hours a day, seven days a week access to mental health, and co-occurring treatment and recovery service coordination, as well as crisis intervention and support services.
- Provide initial assessment over the phone via a crisis and suicide call center, regarding the nature of the services needed by the caller and provide support, consultation, and referral services based on this initial assessment.
- Provide 24/7 statewide coverage for 988 calls, chats, and texts.
- Complete a client profile, intake and screening in the BHA-designated electronic health record to start an EOC for all clients referred into the crisis and suicide call center;
- Provide the initial contact for individuals experiencing an active crisis and work collaboratively to gather information and provide the caller with sufficient information or guidance to dissipate or stabilize the crisis;
- Initiate crisis mobile outreach (“CMO”) to respond to in-person situations, if needed;
- Coordinate with CMO, emergency services, police, case managers and others to support the individual in crisis, if needed;
- Provide after business hours linkage to the On-call Judge for the Oral- Exparte application;
- Adhere to the standard operating procedure as directed by the STATE for documenting all incoming calls received;
- Provide at least quarterly advertisements of crisis and suicide call center services via public service announcements, flyers, posters, and mailing list;
- Collaborate with other community service agencies to establish a network of resources for referrals outside of the behavioral health (BH) continuum of care (COC).
- Ensure that the crisis and suicide call center integrates and implements standards and requirements for transition to 988
- Ensure that the crisis and suicide call center has a designated analog line to receive calls from 911 dispatch centers and Mental Health Emergency Workers.
(2) All question must be submitted no later than December 9, 2021.
(3) Contract term will be one year.
