[B] Scope of Service:

(1) Vendor needs to provide mass notification system for county.
- Unlimited messaging package;
- Tiered level of group managers, administrators, and users with access to only their groups as set by the software;
- Multipath search criteria for contact data;
- 24/7 live customer support;
- Software and network maintenance;
- Easy to use message creation interface;
- Messaging and notification test environment;
- Online and mobile app (Android, iOS, Windows) for users and subscribers;
- Ability to send polling messaging;
- Telephone voice delivery with text-to-speech and ability to upload or create on-the-fly voice recording for message;
- Ability to deliver standard 30 second messages with at least 90% connectivity to entire county or municipality;
- System must be able to recognize automated answering devices from live voice answer to leave entire message for recipient without truncation;
- System must be allow voice message to play in its entirety at least once whether live or automated answer and allow for live answer to option a message repeat by number press;
- System must be capable of automatically re-dialling all numbers to an undelivered message as an option on message creation by the user;
- System must provide a customized toll-free ID that must allow the recipients to call back and hear last message sent to that particular phone number;
- System must have unlimited template capability for quick message creation;
- System must support import of shape files;
- System must have the ability to exclude specific address or addresses from all modes of notification on a single message initiation;
- System must have a secure network or web portal;
¬ System must have redundancy solution hosting;
¬ System must be capable of importing and integrating data from other end-user databases securely;
- System must have editable Special Needs listing for opt-in subscribers.
