[A] Budget: Looking for Proposals

[B] Scope of Service:

Vendor needs to provide disaster trucking transportation service to the government authority located in Columbia, SC.
- Contractor must maintain a facility or facilities capable of receiving the delivery and dispatch of up to 50 tractor-trailer loads of commodities each day. Contractor must have the capability to stage and cross-dock as required to manage load configurations on a twenty-four (24) hour basis.
- Contractor must coordinate with the SCEMD State Emergency Operations Center (SEOC) Logistics Section to manage the daily load requirements for Points of Distribution (PODs), staging areas and base camps throughout the state.
- Contractor must be on the road, loaded with commodities and en-route to disaster affected location(s) within 2 hours after receipt of the transportation request/purchase order.
- Contractor will return empty trailers to the appropriate warehouse or contractor’s staging facility after trailers are unloaded at the PODs.
- Contractor will be responsible for ensuring safety and serviceability of all vehicles and equipment used to fulfill responsibilities of this proposal, including state and federal regulations, laws, and requirements of all company assets as well as leased and sub-contracted assets.
- Contractor will be responsible for ensuring the suitability for duty and proper training and licensure of all employees used (company employees, lease operators, and sub-contract employees) to fulfill the requirements of this proposal.  Throughout the life of the contract, the State reserves the right to inspect all documentation related to the above requirements.
- The Contractor must develop procedures and guidelines for use in providing commodity transportation services to the state.
