[A] Budget: Looking for Proposals

[B] Scope of Service:

Vendor needs to provide offline closed captioning and remote CART services including classrooms, field trips, seminars, counseling sessions, club meetings, extracurricular activities and any additional academic settings requested by the University.
A. Offline transcription & Closed Captioning
1. Transcripts and closed captioning must be word-for-word representations of the audio, even if they are grammatically incorrect or the speaker false starts or changes direction mid-sentence.
2. The vendor must provide transcripts and closed captioning for audio/video recordings and/or multimedia object files with an accuracy of 99% or greater. The vendor must provide a written description, or policy, stating how accuracy is measured (e.g. ratio of words correct to total words in the requested work.)
3. The vendor must specify a guaranteed turnaround time from the point of request to delivery of the final transcription and captioning files. This can be based on the length of an individual video or other media. The vendor must provide options, including variations in cost, for different turnaround times (e.g., 24 hrs, 48 hrs, etc.).
4. If the transcriptionist discovers that the audio recording is going to be less than excellent (within the first two (2) minutes or at any point in the recording which may be due to poor quality audio, heavy accent unfamiliar jargon, etc., the contractor will immediately notify the requesting University department before continuing with the job. Any additional expenses for transcribing poor quality audio must be provided before continuing with the transcription. Standard fees for transcription of poor quality audio must be posted in the vendor response to this RFP.
5. The vendor shall provide all necessary equipment, hardware and software required to complete the requested services
a. The vendor shall be up to date with the latest software releases. Software changes quickly, and it is imperative that the vendor stays current with the standards and releases.
6. The University will electronically submit media, via a web based system, to the company indicating the nature of the event or course, time, start and ending, and materials for preparation if available.
B. Remote CART Services
1. The vendor must provide a reasonable, online administrative console (user interface/website)  for requesting and configuring parameters of Remote Cart Services. Rowan University must be able to use the interface to do the following;
a. Track requests for service and their progress/status.
b. Conduct administrative scheduling (booking/cancelling) of services
c. Schedule services in advance, including a means of scheduling recurring appointments for service (such as regular class meetings over a semester)
d. Review and overview of service use and statistics
e. The ability to send notifications of scheduled services to involved parties (e.g. faculty of participating courses). notifications concerning events must include a form of calendar integration supporting

3. The vendor must specify the level of accuracy guaranteed for remote cart services, the number of transcriptionists provided with each remote cart session, and the role of each transcriptionist on the session.
4. The vendor must integrate with both Zoom and Webex remote video conferencing software. The integration must be explained in detail in the vendor proposal, including how the integration is configured, how integration is arranged per each session, and any responsibilities required (either one time or every session) for Rowan University to reasonably use the integration.
5. The vendor must specify guaranteed turnaround windows from the time between booking/scheduling services and the vendor’s ability to deliver service. For example, service can be provided with a minimum of 12 hours advanced scheduling. If there are fees for scheduling on short notice, said fees must be posted in the vendor’s proposal. Likewise, a windows of time for cancellation must also be posted (e.g., 24 hour prior notice for cancellation). If there are fees for late notice of cancellation, or other cancellation policies, they must be posted in the vendor’s proposal.
