[B] Scope of Service:

Vendor needs to provide case management system design and implementation service.
- Solution must be cloud-based and must not require any local servers, drives, or software other than standard desktop processing software (e.g., MS Word, Adobe Acrobat) and must allow staff to easily manage and update website without additional tools
- Solution must meet the State of Washington’s minimum standards for data privacy and security, which can be found HERE. 3 Solution must be built on a relational data structure that is easily accessed by support staff for reporting purposes
- Solution must allow administrators to configure processes and workflows in order to customize the operation of the system 5 Solution must integrate email and calendars with MS Outlook (including staff's mobile devices) and must have the ability to tie emails directly to a case through a reference number or other means. Leave requests and out of office events must show on the calendar viewable by internal staff and Board members.
- Solution must allow for the storage and retrieval of documents 7 Solution must only require a single update to the case, which is instantly “live” for both internal staff and the general public looking at case information on agency website (i.e., no duplication of data entry)
- Solution must include both the internally-facing system that staff use to make updates, the externally-facing website that the public uses to search and view case information, and the portal view that parties to a case will use to interact with their case.
- Solution must seamlessly integrate with agency website and the website must be an integrated component of the overall system
- Solution must allow integrations to be built between it and other external systems using API’s, such as court systems and other systems that relate to agency work. Note that building an API is not part of this requirement—only that the system is able to be integrated to other systems using one or more API’s that may be built in the future.
- Solution must allow administrators to configure processes and workflows in order to customize the operation of the system
- Solution must allow agency staff to sign in using single-sign-on by integrating with the State’s authentication server.
- System must provide useful website statistics (usage, visits, timeframes, etc.).
- Solution should include a mobile app that Board members can use to pull up exhibits and case information while working on a tablet or other mobile device in the field 15 The website component of the solution must meet Washington State’s web accessibility standards (OCIO Policy 188)
