[A] Budget: Looking For Proposal

[B] Scope of Service:

(1) Vendor needs to provide advertising and marketing services for Lottery to develop an annual integrated Marketing Plan four months prior to the start of each new fiscal year with the final plan delivered two months prior to the start of each new fiscal year,
- Incorporate the sales, net revenue, net transfers, and marketing initiatives selected by the Lottery,
- Include a detailed outline of all integrated campaigns or plans during each State Fiscal Year,
- Provide budget estimates of proposed spending related to each initiative, including costs for recommended media and creative production,
- The Lottery at least once per quarter and revised as required by changes in initiatives, strategies, budget, and market conditions, or as directed by the Lottery,
- To develop short and long-term strategic plans, as defined herein or as reasonably requested by the Lottery, which must be integrated into the Marketing Plan,
- An over-arching integrated marketing plan detailing brand, campaign, promotional, give backs and special offer advertising by quarter for the entire fiscal year, plan must also include the following and be delivered complete at least two months prior to the start of each new fiscal year,
- A public relations plan for communications, including, but not limited to: Press Releases,
- State wide winner awareness plan,
- A Corporate, community or public service outreach plan, outlining distribution/placement of materials,
- A trade outreach plan, outlining collateral creation and development, including press kits, releases, brochures, flyers, and broadcast segment outlines,
- Allocation of dollars by media and designated market area with detailed rationale,
- Periodic media audit conducted by a third party to gather directional information to best optimize annual spending at the request of the Lottery,
- An interactive media plan, which may include sub-plans for individual initiatives and which shall include a mixture of paid advertising, social and search engine optimization and
- Social media marketing plan, which may include, but is not limited to, Facebook, Twitter, and Instagram,
- All plans must support strategic direction, set forth specific objectives, outline measurable results, and include detailed rationale, timelines, budgets, in-depth analysis, and recommendations, etc.
(2) A Pre-offer video conference will be held on July 15, 2020.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
