Vendor needs to provide strategic communications and recruitment services.
1. Design, implement, and support a year-round recruitment and messaging campaign
- The recruitment and messaging campaign will build on the brand and use diverse communication strategies and platforms, including but not limited to traditional and new media, virtual and physical outreach, and other grass roots strategies likely to reach targeted program eligible population.
2. Provide traditional media outreach
- Radio advertising
- Billboards
- Public transportation
- Community print ads
3. Digital media outreach
- The recruitment and messaging campaign will be expected to deploy digital marketing strategies that are likely to engage eligible children and families, including but not limited to graphics and videos to run as display ads and social media placements. Digital media should include English and Spanish videos, ranging from 15 seconds to 2 minutes for social media and websites. Videos should showcase the value of early learning and services provided in center-based learning environments. Prior to conducting any digital media outreach, the selected Support Service Agency will be required to provide a formal quote.
4. Site-level marketing-digital toolkit for site-based programs
- Customizable materials include: banners, posters, door hangers, postcards, and flyers.
- The digital toolkit will include social media assets and multiple trainings including: grassroots outreach, social media, materials usage, application training, COPA, elevator pitch and more.
5. Campaign materials and supplies, including printing and delivery to agencies
- The selected support service agency shall print and produce banners and flyers, posters, postcards, and event materials.
6. Community events outreach and coordination
- The selected support service agency shall lead, coordinate, and staff with street teams outreach efforts at community-based events throughout the city and establish connections with community organizations, businesses, medical facilities, and others to promote programs.
7. Promotional items
- The selected Support Service Agency shall design, purchase, and produce promotional items such as tote bags, t-shirts, and other child-friendly event items.
8. Training
- The selected support service agency shall provide general training, direct service delegate agency programs, early learning partners, and other stakeholders on the year round recruitment and messaging campaign, including how agencies can use recruitment and messaging strategies, materials, and supplies to advance their program enrollment and engagement and ensure the communities they serve are aware of the importance of early learning and principles of early childhood education and development.
9. Website maintenance
- The selected support service agency shall host and update the website, as needed and with oversight and approval, and ensure its messaging and format continues to:
- Remain accurate and user-friendly.
- Meet the need of stakeholders, especially direct service delegate agencies, parents, and families, to understand program expectations, policies, and procedures.
- Align with program messaging across all platforms, materials, and supplies.
10. Communications support
- Support in ensuring that communication platforms, including manuals, reports, guides, websites, and social media, provide consistent and accurate messaging concerning programs, expectations, and outcomes.
- Communications support may include providing authentic, diverse, and creative photography or video of children, teachers, and parents engaged in early learning activities.
