[B] Scope of Service:

(1) Vendor needs to provide flexible spending account; commuter benefits administration services and COBRA administration services for the employees of the City.
- FSA Administration Services provide Debit Cards (Cards for spouse/dependents at no additional charge), Daily Processing of claim submissions, Direct deposit, Statements provided with each reimbursement check, emailed monthly and mailed annually, Email notifications when claims are submitted and paid, Two business day claim processing turnaround, Employee portal (Submit claims and upload receipts, pay the provider, view account balances/claims status/claim & payment history, update profile, add dependents, order additional debit cards, report lost/stolen debit card, update banking info, initiate repayments, Expense Tracker, sign up for mobile text alerts), Employer portal (On-demand reporting, real-time updates, upload files, view employee claim detail/contributions/current available balance), Real-time Employer Portal o Enrolment materials (available in Spanish) o Interactive Voice Response system available 24/7/365, Toll-free customer service 8:00 a.m. – 6:00 p.m. EST Monday – Friday, Mobile App (File a claim, upload receipts, check balances, view final filing dates, view claim detail, report lost or stolen debit card, reset password, contact Customer Service), Discrimination Testing, Plan Document/Summary Plan Description (updates as required), Automated Employer reporting provided daily/weekly/monthly o Secure file transmission for employee information o Grace period extension of 2 ½ months, Educational webinars o Printed materials (FSA Guide/Handout, Debit Card Guide, Substantiating Debit Card Transactions Guide, Filing Claims Guide, Mobile Application Handout).
- COBRA Administration Services Provide newly covered employees/dependents with General Initial Rights Notices, Notify participants of their rights to continue eligibility and participation following a Cobra qualifying event within the time periods specified by Cobra and IRS regulations, Tabulate, record and maintain proper and accurate eligibility files for Cobra elections, Produce and distribute payment coupons/invoices for Cobra participant, Provide automatic electronic payment options to Cobra participant, Provide properly staffed and supervised toll-free telephone service to respond to Cobra participant inquiries, Verify and maintain enrolment changes of qualified participants, including receipt of participant-initiated changes in status, verification of same, and subsequent re-notification of election rights, applicable rates, extension or end of Cobra periods, Confirm payments made by Cobra participants and post to individual’s participant account, Provide timely reporting of participation to all carriers/administrators, Assist in development and preparation of annual “open enrolment” materials for Cobra participants, Produce and distribute coverage termination notices to all participants/dependents discontinuing coverage, Produce and distribute notices of rights to conversion of group coverage to individual coverage, upon loss or discontinuation of coverage as appropriate, Provide HR/benefit administration with manuals outlining administrative procedures and responsibilities, Provide monthly reporting to include notification listing, participant status updates, eligibility participation by plan, and payment summaries.
(2) All question must be submitted no later than April 17, 2020.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
