[B] Scope of Service:

Vendor needs to provide community based social marketing trash and litter campaign services.
- Content Creation: - The selected contractor will provide a summary of campaign content proposed for development
for the initiative and the media outlet/type. This will potentially include: shareable social media posts/stories, short-content slogans, web ad banners, print ads, utility bill inserts, newsletter articles/factoids, etc. The summary will include a preliminary proof of each media format that will be utilized for the first year of the campaign. The summary will be reviewed with the Partners for Water Quality and Integrated Waste Management Authority prior to commencing content creation.
- Final Content Creation: - Create media campaign content focused on the impacts of improper trash disposal and littering to increase awareness and promote positive behavioural change. Content should be scoped to be relevant and applicable County-wide and include messaging about the impacts of litter and trash on creeks/waterways, downtown areas, residential neighbourhoods, parks and beaches. The budget for content creation is proposed to include the following tasks:
• 12 social media posts
• 4 print advertisements
• 2 video clips or advertisements
• Formatting English language social media and print advertisements into Spanish.
- Paid and Earned Media Management: - Support Partners with managing earned media delivery and effectiveness tracking. Purchase paid media advertisements consistent with media campaign strategy. Paid media coverage should reach the entirety of the County, with additional emphasis on reaching target audiences identified by the City.
- Prepare Outreach Campaign Effectiveness Final Report: -
• Campaign reach and impact by month, location, and media outlet.
• Assessment of the effectiveness in reaching target audiences.
• Recommendations for enhancing earned media coverage and reache
• Recommendations for Year 2 paid media promotions.
