[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide recruitment and retention study services for comprehensive study of its recruitment and retention programs, identify improvements needed to its current strategies, and recommend new and innovative approaches that would support the county’s mission to attract and retain qualified and diverse individuals to the organization to the government authority located in Redwood City, CA.
- Conduct focus group meetings with the groups listed below for the purpose of learning and understanding the County’s current strategies, ongoing challenges and available opportunities, and vision for its workforce,
a. The human resources director and select members of her executive team,
b. The talent acquisition staffs,
c. The county manager and select members of his team,
d. The county’s succession planning committee,
e. Selected customers from representative county operating departments,
- Evaluate current recruitment strategies by reviewing recruitment data, recruitment and marketing efforts and other information that the selected firm or individual deems relevant to the analysis. This also includes a review of the current recruitment process to identify inefficiencies or redundancy that need to be addressed and a particular focus on hard-to-fill positions,
- Evaluate current retention strategies by reviewing turnover rates, promotion data, engagement results, exit interview information, benefits package and offerings, other reward systems and other information that the selected firm or individual deems relevant to the analysis,
- Research best practices and other effective approaches and analyse its applicability to County’s current practices and challenges,
- Identify and recommend new strategies that are innovative yet cost effective and impartial to a specific workforce generation, and that are in line with the County’s vision and goals. Recommendations must include impact, if any to current practices and policies, i.e., changes to recruitment process, Civil Service rules, etc.
(2) All question must be submitted no later than January 21,2020.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
