[B] Scope of Service:

(1) Vendor needs to provide enterprise recreation software management system to acquire the most appropriate financially attractive solution from a qualified vendor to enable it to create, manage and track all operations related to the parks and recreation programs.
- System that include Automated user notification management, including native, Activity registration (desk and online w/ signature verification), Event, resource, and facilities scheduling and reservation management, League management, Membership management, Financial accounting, Point of Sale (POS) integration (payment, signature, check-in, threshold entry points [RFID]), Payment processing and Application Program Interface (API), Robust reporting capabilities (cash and accrual), Payment processing compliance (PCI), Ticketing services and Automated user notification management, including the ability to draft and manage email and text messages that are not reliant on installed versions or 3rd party email clients, such as Microsoft Outlook.
• Activity Registration (desk and online w/ Signature verification) – provide activity signup
and registration through the internet and at POS. This includes a process to verify
payment and to verify agreement with appropriate disclaimers of liability.
• Event, Resource, and Facilities scheduling and Reservation management – provide allinclusive online application that allows the active management of event seating, facilities
and rental scheduling with the ability to capture signature or other verification of identity.
• League Management – provide a web-based application suite that can create, manage
leagues and league membership.
• Membership Management – provide a web-based self-service suite that offers detailed
user information and captures important user demographic information.
• Point of Sale – provide point of sale payment and signature (or equivalent) systems that
integrate directly to the online application.
• Payment Processing open Application Program Interface (API) – An API will allow the city
to have the greatest latitude when selecting the least expensive payment processing
solution available. Therefore, an open API is required.
• Robust Reporting Capabilities (operational) - The system should provide a suite of preconfigured reports and the ability to create ad-hoc operational and financial reports.
• Financial System Application Program Interface (API) – An API will allow the city to import
financial results from the Parks & Recreation system.
• Payment Processing Compliance – The system should be compliant with current PCI
processing standards.
• Ticketing Services – The ability to process and dispense tickets for various event venues.
• Ongoing support services – The vendor to provide ongoing support services through
telephony and internet, with stated Service Level Agreements (SLA) and clear event
escalation rules.
(2) All question must be submitted no later than November 22, 2019.
