[B] Scope of Service:

Vendor needs to provide utility billing system for ability to bill water, sewer, natural gas, solid waste and electricity, able to receive billing information from 3 rd party vendors (Internet, cable TV and telephone dial tone) and print separate bills for these accounts, implemented with no loss of service during the migration from the current billing system.
- identify and inspect current billing software and hardware
- also require the billing system to integrate with the Edmunds financial software for fund accounting
- cloud based with daily back up of data
- able to communicate commands between billing system and system to control customer meters
- allow for an unlimited number of metered and non-metered services assigned to a single account or address
- ability to read, process, and bill multiple data fields from a single meter
- able to accept various rate structures including distributed generation
- able to include several variable rate components per rate schedule on any service
- Billing system must support rates that may include, but not be limited to, Time-of-Use, Critical Peak Pricing, Real-Time Pricing, Prepay, and other rates necessary to support the City of Moultrie's needs
- utilize a native mobile service order system that allows staff or field personnel to create, receive, modify and complete service orders via iPad, Microsoft or Android tablet or any other mobile devic
- able to take a payment, make an adjustment, and transfer a payment from one account to another, all from the customer account screen without switching to a cashiering module or adjustment
- able to search globally for a word, name, dollar amount, so that the entire database is searched and matching results are displayed
- ability to identify, notify, and collect bad debts for both active and inactive customers
- content management system that allows for electronically attaching any supporting information to a residential or commercial utility account, including .pdf, .jpg, .tif, .gif, .bmp, .png etc.
- ability to handle holds, alternate due dates
- allow for the setup of contract payments for customers
- allow for individual services or all services to be cut-off when accounts are delinquent
- ability to mark account or services as cut-off exempt, late fee exempt, tax-exempt, manufacturing exempt or any other special exemption
