[B] Scope of Service:

(1) Vendor needs to provide affordable housing development consulting services to prepare a timeline that comprehensively outlines the milestones related to securing local approvals, design, financing, construction, and project completion and manage the process to that timeline to the government authority located in Acton, MA.
- In accordance with the agreed upon service plan, and as authorized by the executive director, coordinate and manage all development activities and the project schedule. The consultant is the representative and as such must provide clear, consistent communication between the agency and the design, development and construction teams.
- Prepare monthly status reports, identify key decisions and advise the executive director on all matters pertaining to the development process.
- Work with the agency and the project architect to develop a program regarding unit mix, configuration, size, green design components and other features of the proposed housing development, bringing affordable housing finance expertise to the process to support project feasibility.
- Assist in assembling the development team members in compliance with applicable state procurement policies, including coordination of the selection and negotiation of contracts as appropriate.
- In accordance with the agreed upon service plan, and as authorized by the executive director, provide direction and supervision of the architect and engineers to insure conformance with zoning, program and funding requirements.
- Coordinate and run pre-development and development team meetings, keeping team members to agree upon schedules.
- Secure all necessary technical and impact studies (including such things as engineering, environmental, traffic, etc.), as required by the board of commissioners, the conservation commission, the historic commission, the planning board, the zoning board of appeals and other permitting agency, or as necessary for funding applications or development decisions.
- Obtain all necessary zoning approvals and other permits and approvals as appropriate. Coordinate the work of the other consultants involved in the 40b process and transfer of property from town.
- Finalize the development and operating budgets for the project, including construction and other hard and soft costs, as well as a 30-year operating budget. Work cooperatively with the agency and the agency architect to establish the budgets, working towards a one stop application.
- It is assumed that project-based section 8’s will be used to the extent permissible and will be applied for via the finance application. As part of securing project-based section 8, prepare environmental and subsidy layering submissions.  
- Prepare applications for subsidy awards, construction and permanent financing; advise agency on lender requirements.    
- Secure commitments and structure all necessary construction and permanent financing.
- Review and approve all project expenditures, establish cost control mechanisms, and prepare required requisitions to obtain funding from the project’s funding sources.  
- Continuously, throughout the process, from pre-development through construction completion, ensure that plans and specifications conform to the agency development program and budget.  Keep agency executive director informed of concerns, possible changes and challenges.
- Attend construction job meetings. During construction review and approve with architect loan draws and process with funders.  
- Ensure that the final cost certification is achieved within the project parameters and required timetable.  
- Coordinate and facilitate the closing on the project’s permanent financing.
- Prepare final project report for the agency which will include all required reporting, schedules and tenant selection criteria of funding agent(s).
(2) All questions must be submitted no later than July 22, 2019.
(3) A site visit will be held on July 17, 2019.
