[B] Scope of Service:

(1) Vendor needs to provide strategies services for improving diversity of police officer’s recruitment and hiring to review and improve its recruitment plan and associated programs and processes in conjunction with the selected contractor, to hire the next generation of qualified police officers that is more representative of the community it serves.
· Review and analyze the PWCPDs police officer workforce and PWCs residential demographics to collaborate on diversity hiring goals with senior management staff and provide a realistic and attainable path in achieving success.
· Identify any marketplace barriers, existing PWCPD policies, procedures and practices that adversely affect the ability of qualified diverse applicants from applying for a police officer position with PWCPD.
· Review PWCPD relevant policies and procedures, hiring standards and testing procedures regarding the recruitment and hiring of police officers and determine any roadblocks or practices that may be hindering or impeding effective recruiting efforts regarding race, ethnicity or gender.
· Conduct an in-depth review of the PWCPDs existing recruitment plan, and associated programs and practices. Identify gaps and challenges within the existing plan and provide recommendations for improvement.
· Identify innovative and effective recruitment strategies and best practices at the local, regional and national level that will improve the agency's police officer workforce diversity.
· Develop strategies that improve the PWCPDs police officer workforce diversity with the goal of becoming more reflective of the community it serves.
· Examine the marketplace conditions and recommend public and private sources, locations, social media sources and outlets to support and enhance diversified hiring goals.
· Identify strategies using innovative technology tools and applications to include; evaluating and assessing the PWCPDs web site relating to recruiting and internet presence.
· Evaluate and assess recruiting practices that will appeal to a broader and more diversified range of applicants to include marketing and outreach materials.
· Review and evaluate the efficiency of the PWCPDs screening process to include rates at which candidates drop out or are screened out particularly regarding race, gender and ethnicity.
· Review and evaluate the recruiting workforce and practices to ensure proper staffing levels.
· Review and evaluate the recruiting budget to ensure appropriate resources are being allocated.
· Review the environmental and organizational policy factors that may be influencing the numbers of recruits particularly as they relate to race, ethnicity and gender with the goal of achieving a more diversified workforce.
(2) Contract period will be for one year.
