[B] Scope of Service:

(1) Vendor needs to provide supplemental benefits broker services to assist with strategically planning, designing, and negotiating the best coverage and cost for selective supplemental employee benefit programs to the government authority located in North Carolina.
-  Seeking a benefits broker for supplemental benefits program and COBRA administration services, to negotiate better benefits at lower rates for employees, to partner with a benefits broker that can provide excellent analysis, recommendations, reporting, and administrative guidance to our HR team who administers benefits, provide high-quality, versatile communications materials for employees, have ancillary benefits and want to streamline our monthly billing process to ensure accuracy and assurance,
- Serve as designated insurance broker of record for supplemental benefit programs,
- Develop long-range employee benefit goals,
- Perform market research for new carriers and negotiate all insurance renewals, including cost benefit analysis to ensure provider’s offerings are in the best interest of the college and its employees
- Provide open enrolment support, including, but not limited to, developing timeline, development of open enrolment materials, and coordinating and participating in open enrolment meetings as reasonably requested,
- Assist with claims and billing issues,
- Assist with the implementation transitioning of insurance providers,
- Strategic planning: develop key financial and operational metrics to measure success and risk of college supplemental benefits program, assist in multi-year supplemental benefit strategy with the college based on short and long-term objectives,
- Plan Compliance: recommend strategies for compliance with new pending regulations, assist in implementing regulatory changes to ensure compliance,
- Vendor management: provide full vendor renewal analysis and negotiations, conduct marketing and vendor selection services, monitor vendor performance and servicing levels, making recommendations for adjustments as needed, provide implementation support for annual plan design and vendor changes,
- Performance utilization review: provide annual analysis of program and plan design competitiveness, analyse claims and utilization cost drivers,
- Plan and fiscal risk management and cost projections: develop employee contribution rates and recommend cost-sharing strategies, monitor and report on current market trends and legislative developments.
(2) All the questions must be submitted no later than May 30, 2019.
